Web could give young voters a voice

WASHINGTON —.... Young people, many of whom have used computers since elementary school, are considered a particularly rich target for expanded online political outreach: Every day, nearly two-thirds of all 18- to 30-year-olds check their e-mail, and one-quarter use online communication tools such as Facebook or instant messaging, according to a Young Voter Strategies Battleground Poll conducted in May.....

...Studies have consistently shown that younger people lag when it comes to voting.

But Harvard University's Institute of Politics contends that the previous data on youth voting are inaccurate, because many young people use only cellphones, not the landline phones that survey-takers call. Its poll, which was released Wednesday and includes online survey data, indicates that 32% of the nation's 18- to 24-year-olds will be voting in the midterm elections. That would be a record.

"Younger voters could make a difference in campaigns across the country," said Jeanne Shaheen, director of Harvard's Institute of Politics.

Some groups suggest that voting levels should not be the only measurement in determining whether young people care about politics.

Generation Engage was founded two years ago to get young people who do not attend college involved in meaningful political debate.

It hires young people for get-out-the-vote campaigns — so far in North Carolina, Virginia and New York — and sponsors Internet broadcasts in which politicians and celebrities discuss issues with young people from lower socioeconomic backgrounds.

The live programs enable audience members at each broadcast site to pose questions to the speakers, who have included former President Clinton, speaking on technology; former House Speaker Newt Gingrich, discussing renewable energy sources; and film director Spike Lee and architect Michael Arad, examining the role of arts in society.

On Monday, Tom Daschle, the former Senate Democratic leader from South Dakota, addressed groups in New York City; Louisville, Ky.; and St. Paul, Minn., on the technology gap between urban and rural communities and the ways young people can effect change in government.

Adrian Talbott, co-founder and executive director of Generation Engage, said the group did not measure success only in the number of newly registered voters. Instead, it is attempting to change the culture — especially of young people who are not seeking higher education — to create responsible citizens who are continually aware of national and global issues.

"Young people are not apathetic," he said. "They don't suffer from lack of interest but suffer from lack of access."

The University of Louisville Rauch Planetarium will be the site for this demonstration of participatory video-conferencing in a full dome data visualization environment to explore the role science centers can play as hosts and facilitators of civic dialogue in partnership with media, community and technology networks. Produced through Generation Engage and local partners in conjunction with the Association for Science and Technology Centers national conference, the Louisville Civic Engagement events will also feature participation from diverse community based research and action networks.

People:

Production crews in 4 cities, community facilities and volunteers, national producers, marketing, technology and events organizers and thousands of young leaders, citizens and community entrepreneurs. Overview:

Below is a brief overview with links to background information on this
opportuntiy. An updated version of this email, including more detail on

additional potential community partners in the next few days.

This Nov. 30 community forum with Justice Breyer will provide young
people and community leaders in three cities, including Louisville, the
opportunity to talk with the Justice about several questions of concern
to them. The event will convened as a live videoconference, and
re-broadcast for the web and television.

We invite community organizations to use this opportunity to build
dialogues and outreach events before and during the appearance of
Justice Breyer on issues of concern to the community. The suggestions and participation of local community leaders will be important in shaping the dialogue with Justice Breyer as well as the related civic forum following.

In addition, EngageLouisville participants are exploring similar opportunities to create community forums and engage community member around issues that matter. We hope that you will join us in the development of these community dialogues.

Audience:

This event is targeted towards three broad audiences:

1) Young people who are not in four year college tracks, and therefore
only half as likely to vote as their college-bound peers.

2) The general public with an interest in the views of Supreme Court
Justice Breyer.

3) Educators, legal professionals and community leaders interested in
supporting civic engagement with Justice Breyer and other national
leadership via the Engage series.

Venue:

Generally, we are looking for a venue where young non-university students and the general public will feel comfortable and welcome.

In addition, the venue partner needs to have high speed access broadband, preferably T1, experience with or willingness to learn about broadcast quality community media production, and some support staff able to work with technical issues.

Currently, we are looking at options with high school, community college and community center partners. If your facility might be available for this or future events, please let us know.

Organization:

Generation Engage is the primary service provider for this event. Generation Engage schedules speakers, produces the video conference and provides national support personnel, along with important marketing and access resources.

Locally, the Adena Institute is providing event coordination along with
the Muhammad Ali Institute at the University of Louisville and other
community organizations in an emerging civic engagement partnership we are calling EngageLouisville. The event with Justice Breyer follows a small experiment with this process which featured former Senator Tom Daschle on October 30, 2006 at the University of Louisville.

For this next conference opportunity we are going to the community to invite new community partners interested in supporting this particular event with Justice Breyer as well as developing a longer term series of similar events throughout 2007. Depending on participation (as described below), we will decide on the details of the event organization in early November.

Cost and Funding:

The anticipated technology, production and marketing costs associated
with the event total approximately $10,000,approximately half in provider costs to Generation Engage, the remainder in local costs for outreach and production. In-kind contributions in facilities, technology, printing
etc. might reduce this total by several thousand dollars.

To this point we have promoted Engage events as "Free and Open to the
Public" with requests for donations as appropriate.

It is our impression that this cost in the Louisville market requires a
coalition of supporting organizations capable of contributing amounts
ranging from $500 to several thousand dollars in order to meet these
costs, to share in-kind resources and to serve the larger goal of
building effective working relationships to promote civic engagement.

In addition, the sponsorship opportunity is open to other for-profit
businesses and non-profit enterprises interested in supporting civic
engagement and being identified with the event. Ideally, we would find
one or two major corporate, community or individual sponsors interested in such an opportunity.

Benefits:

Compelling civic education opportunity for the community.

Specific access for sponsor organization members to the event and to the speaker.

Branding and promotion opportunities for major sponsors include:

1) On camera mention

2) Banner or logo throughout public appearance, podcast and broadcast.

3) Top ranked web promotions through Google Grant and Analytics, which will place the Generation Engage web link to the event among the top sponsored googlesearch hits world-wide, now averaging 72,000 per day. (For example, right now do a google search for "Al Gore" and www.GenerationEngage.org will appear in the right hand column of the first search page.)

4) Television, print and other promotions branding, including sponsorship opportunities with the Engage television series, WYCS-TV, Metro Media, OpenMedia, AttentionSPAN and other media partnerships.

Time and Schedule:

We plan to decide the details of this event in early November, 2006.

Media and community outreach will follow immediately.

Technical rehearsals for the event will take place during the week of Nov 24.

Podcast and Broadcast products will be available approximately one week after the event.

Following evaluation by community partners, we hope to undertake a
January 2007 event on the evening of the State of the Union Address,
featuring dialogue with young people by Peggy Noonan and Ted Sorenson, speechwriters for Presidents Reagan and Kennedy

In addition to the keynote events of the Civic Engagement series, the Civic Engagement Project is designed to facilitate ongoing community dialogue. We support community change through ongoing processes of outreach and collaboration.

Community partners bring different and enriching approaches and uses for the relationship building and resources of the CEP during one or several events. Principal partners are involved in developing programing and events in conjunction with an advisors network, participating organizations and emerging partners.

Generation Engage (www.generationengage) provides organizing and video-conference access for young people and communities to engage with significant political and cultural leaders in dialogue on issues.
